Member segmentation strategy: make the rules usable.

Define who needs a different action, write the rule that selects them, and name the person who will deliver it. Good segmentation is useful only when it changes a relevant member experience.

Use this practical rulebook and blank worksheet to move from audience assumptions to reproducible groups. It complements journey mapping without replacing membership categories or eligibility rules.

Member segments

01/ purpose

Start with a decision that needs different treatment.

A member segmentation strategy defines observable groups so your team can offer relevant support, communication or recruitment. Each segment needs a purpose, a reproducible rule and an action owner.

Start with the action: who needs help accessing an included benefit, who is eligible for a particular opportunity, or which prospects fit an agreed offer? If everyone will receive the same treatment, a new segment may add complexity without improving the service.

A persona is a design aid; a segment is an operational group defined from records. The member journey guide explains that distinction. Formal membership grades, rights and eligibility belong to membership categories; a marketing segment does not change those rights.

ASAE’s member-data guidance recommends consistent definitions, known data sources and documented segment maintenance. It is practitioner guidance, not proof that segmentation alone increases retention or a requirement to buy a new system.

02/ rulebook

Write a rule another person can reproduce.

Use the smallest set of reliable fields that supports the decision. A name such as “at risk” is not a rule.

For each field, identify its authoritative source, meaning and observation window. Record what happens when it is missing, delayed or contradictory. Keep a rule version or dated snapshot when comparing groups later.

Original illustrative rule: active individual members who joined within your defined onboarding window, are eligible for a chosen benefit and have not completed its first-use task. Exclude confirmed completions. Keep unknown completion in a separate check group rather than counting it as nonuse.

An operational completion field is not the same as a portal login. Use the source that records the actual task and verify how it is updated. You can begin with a documented manual process if it is reliable; automation is a delivery choice, not the definition of a strategy.

Rule fieldWhat to specify
PurposeThe member task and the decision that differs
IncludeExact eligibility, status and time-window conditions
ExcludeCompleted actions, ineligible records and relevant contact suppression
UnknownMissing or conflicting values and who checks them
ActionThe support or message, owner and receiving system
RefreshThe event or review that re-evaluates membership of the group

03/ overlap

Resolve overlapping journeys before sending.

A member can belong to several useful groups. Your team still needs one clear priority when messages or actions conflict.

A new member may also have a renewal date, an employer account and an interest in an event. Document which instruction takes priority, which messages can coexist and what ends an intervention. Do not let separate campaign lists make contradictory promises.

Fictional example: a first-benefit reminder is paused while an unresolved access issue is assigned to support. Once access is confirmed, the onboarding rule is evaluated again. The rule changes the service action; it does not label the person unmotivated.

Use stated interests and actual eligibility rather than inferring that everyone of the same age or job title wants the same thing. Survey evidence can inform the rule: the member engagement questionnaire separates awareness, use and barriers.

04/ data

Keep the data relevant to the purpose.

A segmentation worksheet should make data provenance and correction visible. It should not become a reason to collect everything.

The ICO’s data-minimisation guidance describes personal data as adequate, relevant and limited to the stated purpose. For these operational examples, begin with necessary status, eligibility, preferences and task records rather than adding sensitive information.

Record who can change a field, how a member can correct information and when data stops being useful. Keep health-screening notes out of ordinary marketing segments. Use the club or association’s approved records and access controls.

This worksheet does not settle every lawful-basis, marketing-permission or automated-decision issue. For predictive scoring and wider governance, use the existing AI and data-governance guide and obtain advice appropriate to the actual processing.

05/ review

Review the action, not only the segment size.

Check that the rule selects the intended people, the action is delivered and the member task becomes easier.

Sample records at the boundary: a new joiner, an ineligible member, a completed task, an unknown value and someone who belongs to two groups. Confirm the receiving team can explain why each record was included or excluded. Record errors and revise the rule rather than hiding exceptions.

Keep the eligible base, selected records, delivered support and completed member actions separate. For retention comparisons, record the cohort and period. A higher renewal rate in one segment does not establish that the treatment caused it.

Set the audience and offer through membership strategy, then apply the rules to your membership acquisition journey. For first-time recruitment delivery, use new member acquisition services.

If the evidence does not support your current audience assumptions, membership consultants can help scope research and decisions. Our membership marketing agency connects those decisions with campaign delivery, using an agreed brief rather than treating a segment as a result.
